What Is AI Agency, Really? The Difference Between Automation and Agents

People use the word “agent” for almost anything with a prompt box now. That has made the term less useful than it should be.

Automation is not the same as agency

Automation follows predefined steps. If X happens, do Y. The logic may be complex, but the path is designed in advance.

Agency implies some degree of runtime decision-making:

• choosing among actions
• deciding what information to gather
• adapting based on results
• continuing through multiple steps toward a goal

That does not make agents magical. It just means they have a wider action space.

A practical distinction

A workflow that always extracts text from a PDF, classifies it, and stores the result is automation.

A system that can inspect the PDF, decide whether to search for more context, ask a follow-up question, route to a human, or trigger a different tool path is showing a form of agency.

Why the distinction matters

If you call everything an agent, you lose clarity about risk and design.

Automation can often be tested like software rules. Agents need stronger monitoring because they may choose different paths at runtime.

That changes:

• evaluation strategy
• permission design
• human review requirements
• failure handling

Most products live in the middle

In practice, many useful systems are hybrids. They combine deterministic workflow structure with limited agentic choice inside specific steps.

That is usually healthier than going fully open-ended.
