Video AI in security and surveillance is one of the most capable and most contested applications of AI. Here's what the technology can do, what it gets wrong, and the ethical framework for responsible deployment.

Video AI for security and surveillance sits at the intersection of genuine safety benefits and serious civil liberties concerns. The technology is powerful, increasingly affordable, and widely deployed. The ethical frameworks for its use are still catching up. This guide covers both sides honestly.

What Video AI Can Do

Object and Person Detection

Modern object detection models identify people, vehicles, packages, weapons, and other objects in real-time video feeds with high accuracy. A camera covering a parking lot can count vehicles, track movement patterns, and flag unusual activity — someone lingering near cars at 3 AM, an unattended bag in a public area.

Accuracy for standard object detection (person, vehicle, animal) is above 95% in good conditions. Performance degrades with distance, poor lighting, occlusion, and adverse weather.

Behavior Analysis

Beyond identifying what’s in a frame, video AI can analyze behavior patterns:

  • Anomaly detection — identifying activity that deviates from normal patterns (someone walking the wrong way in an exit corridor, a vehicle driving erratically)
  • Crowd analysis — estimating density, detecting crowd surges, identifying bottlenecks

Facial Recognition

The most controversial capability. Modern facial recognition can:

  • Match faces against databases of known individuals
  • Track individuals across multiple cameras
  • Operate in real-time on live video feeds
  • Work at increasing distances and angles (though accuracy drops)

Accuracy has improved dramatically but remains uneven. Performance is highest for well-lit, frontal faces of demographics well-represented in training data. It’s measurably worse for darker skin tones, women, and older adults — a bias pattern that has direct civil rights implications.

License Plate Recognition (ALPR)

Automated license plate recognition reads plates from video feeds, enabling:

  • Parking management
  • Toll collection
  • Stolen vehicle identification
  • Access control for restricted areas
  • Traffic flow analysis

ALPR is mature, widely deployed, and relatively uncontroversial for specific applications like toll collection. It becomes more concerning when deployed for mass surveillance — tracking the movements of every vehicle that passes a camera.

Video Analytics at Scale

Modern systems can process hundreds of camera feeds simultaneously:

  • Alerting operators only when something noteworthy occurs
  • Reducing the number of monitors a human operator needs to watch
  • Searching historical footage for specific events, people, or vehicles
  • Generating aggregate statistics about foot traffic, occupancy, and patterns

Where It Goes Wrong

False Positives

Every detection system has a false positive rate. In security contexts, false positives mean:

  • Security guards responding to phantom threats
  • Innocent people flagged as suspects
  • Alert fatigue leading operators to ignore genuine threats
  • Wasted resources on false alarms

Even a 1% false positive rate on a system processing 10,000 events per day means 100 false alerts daily. Designing for the operational impact of false positives is as important as maximizing detection accuracy.

Bias in Facial Recognition

Multiple independent studies have demonstrated that facial recognition systems have higher error rates for:

  • People with darker skin tones
  • Women (compared to men)
  • Older adults
  • Children
  • People wearing head coverings

This isn’t a theoretical concern. Multiple documented cases exist of innocent people being arrested based on facial recognition misidentification, disproportionately affecting Black individuals.

Context Blindness

Video AI detects patterns but doesn’t understand context. A person running in a mall might be:

  • A parent chasing a toddler
  • Someone late for a movie
  • An active threat

The system flags the anomaly but can’t distinguish these scenarios. Over-reliance on AI judgment without human interpretation leads to inappropriate responses.

Mission Creep

Systems deployed for one purpose tend to expand. A camera system installed for traffic management gets used for law enforcement. Employee badge access logs get used for performance monitoring. Pandemic temperature screening cameras get repurposed for general surveillance.

Without strong governance, surveillance capabilities grow incrementally until they’re far beyond what was originally authorized or expected.

The Ethical Framework

Proportionality

The surveillance measures should be proportionate to the actual threat. Airport security screening has different proportionality than surveilling a public park. Questions to ask:

  • What specific threat does this address?
  • How serious is that threat?
  • Is this level of surveillance proportionate to the risk?
  • Are there less intrusive alternatives that achieve the same goal?

Necessity

Can the security objective be achieved without video AI? Physical security measures, better lighting, human guards, access controls — these alternatives should be exhausted before deploying AI surveillance.

Transparency

People should know they’re being surveilled. Covert surveillance should require legal authorization and oversight. Transparency includes:

  • Clear signage indicating camera presence
  • Public disclosure of what AI capabilities are deployed
  • Published policies on data retention and access
  • Regular transparency reports

Data Minimization

Collect only what’s needed. Retain only as long as necessary. Specific practices:

  • Don’t store footage indefinitely — define retention periods based on actual need
  • Don’t run facial recognition if object detection suffices
  • Don’t retain individual tracking data when aggregate analytics serve the purpose
  • Delete data on schedule, not “when we get around to it”

Accountability

Every surveillance system needs:

  • Clear ownership and responsibility
  • Defined policies for who can access what
  • Audit logs of system access and queries
  • Regular review of whether the system is achieving its purpose
  • A process for addressing complaints and errors
  • External oversight or review

Non-Discrimination

If your system performs worse on certain demographic groups, deploying it equally is not equitable treatment — it’s disparate impact. Either:

  • Fix the bias before deployment
  • Don’t deploy facial recognition for identification purposes
  • Implement human review for all matches to catch bias-driven errors
  • Regularly audit outcomes by demographic group

Regulatory Landscape

Regulation is evolving rapidly:

  • EU AI Act: Classifies real-time biometric identification in public spaces as high-risk, with significant restrictions
  • US: Patchwork of state and local laws; some cities (San Francisco, Boston) have banned government use of facial recognition
  • China: Extensive deployment with limited public oversight
  • GDPR: Biometric data is a special category requiring explicit consent or legal basis

Organizations deploying video AI need to track the regulatory landscape in every jurisdiction they operate in. What’s legal today may not be tomorrow.

Responsible Deployment Checklist

  • Specific, documented purpose for each capability
  • Proportionality assessment completed
  • Less intrusive alternatives considered and documented
  • Bias testing across demographic groups
  • Data retention policy defined and enforced
  • Access controls and audit logging implemented
  • Transparency measures in place (signage, policies)
  • Human review required for consequential decisions
  • Regular accuracy and bias audits scheduled
  • Complaint and correction process established
  • Legal review for each jurisdiction
  • Staff trained on proper use and limitations

The Bottom Line

Video AI for security can genuinely save lives — detecting weapons, finding missing persons, preventing accidents. It can also enable mass surveillance, reinforce discrimination, and erode privacy. The technology itself is neutral; the deployment choices are not.

Organizations that deploy video AI responsibly — with clear purpose, proportionate measures, strong governance, and genuine accountability — can realize the safety benefits while respecting rights. Organizations that deploy it carelessly create harm that’s difficult to undo.
